CK Raut's activities banned

Local administration in the district has banned the activities that are against the sovereignty and national integrity.

The administration has banned the mass gathering called by CK Raut led Free Madhes Alliance in Biratnagar on Saturday.

Chief District Officer Ganeshraj Karki said that the administration banned the activities that are against the national sovereignty and integrity as well as different programmes of publicity.

कश्मिरको स्वतन्त्रताको माग गर्दै बेलायतको लण्डनमा आयोजित मिलियन मार्चमा विलावलमाथि यस्तो आक्रमण भएको हो ।

पाकिस्चानी समर्थकहरु जम्मा भएर कश्मिरको स्वतन्त्रताको माग गरिरहेको समयमा विलावल गएर भाषण गर्ने कोशिस गरेका थिए । तर त्यहाँ जम्मा भएकाहरुले उनीमाथि गो विलाव गो भन्दै अण्डा र गोलभेडा प्रहार गरे ।

विलावल बोल्न पाएनन् बरु उनीमाथि खाली बोत्तल समेत प्रहार गरियो । विलावलाई आक्रमण गर्ने केहीलाई लण्डन प्रहरीले गिरफ्तार गरेको छ ।

मार्चको नेतृत्व सुल्तान महमूद चौधरीले गरेका थिए । उनलाई कश्मीरका पूर्वप्रधानमन्त्री समेत भनिन्छ ।

मुम्बई । भारतको विषेश अदालतबाट भ्रष्टाचारी ठहर भएकी जयललिता कुनै समय अभिनेतृ थिइन ।

उनको पहिचान छोटो स्कर्ट लाउने पहिलो तमिल हिरोइनका रुपमा स्थापित भएको विभिन्न एजेन्सीले उल्लेख गरेका छन् ।

पहिलो पटक सन् १९६४ मा कन्नड भाषामा बनेको ‘चिनान्दा गोम्बे’ मा काम गरेकी थिइन् जयललिताले । त्यसपछि ‘भिनारा आदी’ मा काम गरेकी उनले तमिल फिल्ममा आफ्नो अभिनयको जादु देखाउन थालिन् ।


१५ वर्षकै उमेरमा पहिलो फिल्म खेलेकी थिईन् उनले । ‘आमाको प्रेरणाले फिल्ममा प्रवेश गरेकी जयललिता यस्ती हिरोइन् हुन् जसले तमिल समाजमा स्कटमा प्रस्तुत हुने हिम्मत गरिन् ।’ समाचारमा उल्लेख गरिएको छ ।

दक्षिण भारतीय चलचित्र उद्योगमा एक समय पकड जमाएकी जयललिताले १३० फिल्ममा काम गरेकी छिन् । तीन पटक सर्वोत्कृष्ट हिरोइनका लागि ‘फिल्म फेयर अवार्ड’ पाएकी उनी  सन् १९७७ मा राजनीतिमा प्रवेश गरेकी थिइन् ।

। प्रमुख तीनदलसँग भएको छलफलमा नेकपा माओवादीले ८ बुँदे माग अगाडी सारेको छ । प्रधानमन्त्री निवास वालुवाटारमा बसेको तीनदलसँग छलफलमा नेकपा–माओवादीले सर्वपक्षीय राष्ट्रिय राजनीतिक सभा गर्नुपर्ने मागसहित आँठ बुँदे प्रस्ताव पेश गरेको हो । मागबारेमा आज छलफल भएपनि कुनै निर्णय हुन नसकेको नेताहरुले बताएका छन् । नेकपा माओवादीले राखेको माग बारे मुख्य तीन दलले आन्तरिक छलफल गरेर विहीवार फेरि बस्ने बैठकबाट ठोस निर्णय गरिने बताएका छन् । आजको छलफलमा नेपाली काङ्ग्रेस, नेकपा एमाले, एकीकृत माओवादी, नेकपा माओवादी, राप्रपा र नेकपा मालेका शिर्ष नेताहरुको सहभागीता रहेको थियो । सर्वपक्षीय सभाबारे १.नाम:  सर्वपक्षीय राष्ट्रिय राजनीतिक सभा २.क्षेत्राधिकार : दलहरुबीचमा विगतमा भएका सहमतिहरुको कार्यान्वयन र जनताको संविधान निर्माणलगायत राष्ट्रिय राजनीतिक विषयहरुमा दहरुबीच राष्ट्रिय राजनीतिक सहमति कायम गर्ने । ३. आयोजक :तत्काल नेपाली कांग्रेस, नेकपा एमाले, एनेकपा माओवादी र नेकपा–माओवादीबीच आपसी सहमतिबाट आयोजना गर्ने । ४. व्यवस्थापन:  नेपाल सरकारले गर्ने । ५. सहभागिता : संविधानसभा–२ मा भएका दलहरु र ३३ दलीय मोर्चामा रहेका दलहरु रहने । ६. कार्यसूची :आयोजक ४ दलले आपसी सहमतिबाट कार्यसूची तय गरी प्रस्ताव गर्ने । ७. निर्णय प्रक्रिया : स्सहभागी सबै दलहरुबीच सहमतीय प्रणालीबाट निर्णय गर्ने । ८. निर्णय कार्यान्वयन: संविधान निर्माणसम्बन्धी निर्णयहरु सर्वपक्षीय राष्ट्रिय राजनीतिक सभा स्वयम्ले गर्नेछ । राज्यका अन्य निकायहरुमार्फत् कार्यान्वयन गरिनुपर्ने निर्णयहरुको सम्बन्धमा सम्बन्धित निकायहरुको जिम्मेवारी रहेका राजनीतिक दलहरुले गर्ने । मिति : २०७१ जेठ २६ गते नेकपा–माओवादी

Govt nominates 18 lawmakers, UML Gen-Secy's wife, RPP(N) chair's brother nominated

A cabinet meeting on Friday nominated 18 people for the vacant 26 seats of lawmakers in the Constituent Assembly (CA).

In a meeting held in Council of Ministers' office, the cabinet agreed on 18 lawmakers' names from lists sent by Nepali Congress, CPN (UML) and Rashtriya Prajatantra Party Nepal for their quota.

Radhe Shyam Adhikari, Shiva Bahadur Khadka, Pushkar Acharya, Resham Baniya, Sakudev Sutihar, Rukmini Koirala, Surya Dev Das, Umesh Shrestha, Anil Kumar Rungta were nominated in Nepali Congress quota.

Likewise, Agni Kharel, Ganga Dangi, Mira Dhwaju ,Pemba Bhote, Naresh Kharel, rajan Bhattarai, Partaman Dhimal were nominated from CPN(UML).



However, UCPN (Maoist) has not sent any names for nomination stating the government's failure to implement the four-point agreement.

Ganesh Thapa was nominated for the only seat for Rashtriya Prajatantra Party (Nepal).

All Nepal Football Association (ANFA) president Ganesh Thapa is RPP (N) chair Kamal Thapa's brother.

Similarly, Mira Dhwaju is the wife of CPN (UML) General Secretary Ishwar Pokhkrel.

The parliament's Public Accounts Committee, which is holding an inquiry about alleged financial irregularities in ANFA, summoned ANFA president Thapa to submit his bank statement and statements of income and expenditure. The Commission for Investigation of Abuse of Authority is also investigating Thapa's files.

UML CPN charman KP Oli to fly India today at 6 pm for his regular health check up. He will be staying for one whole week for his treatment. His health condition became worse from the Falgun, since then he is under treatment and frequently visits to Thailand, India and Singapore for the treatment. Its already been late for his treatment , now he can not delay it anymore said his secretary.

काठमाडौ, भदौ १० – संविधानसभामा प्रतिनिधित्व गर्ने २१ सभासद रहेका १२ दलले मन्त्री परिषदबाट मनोनित हुने २६ संविधानसभा सदस्यमा आफूहरुको तर्फबाट रिपोर्टर्स क्लब नेपालका अध्यक्ष ऋषि धमलाको नाम सिफारिस गरेका छन् । दलित जनजाती पार्टी, नेपाल परिवार दल, संघीय लोकतान्त्रिक राष्ट्रिय मञ्च, नेपाली जनता दल, खुम्बुवान राष्ट्रिय मोर्चा नेपाल र थरुहट तराई पार्टी नेपाल लगायतका १२ दलका अध्यक्षहरुले आज संयूक्त रुपमा प्रधानमन्त्री सुशील कोइरालालाई भेटेर आफूहरुको तर्फबाट २६ मनोनयनमा परेको भागको एक जनाको ठाँउमा धमलाको नाम सिफारिस गरेका हुन् । उनीहरुले राजाको शासनमा लोकतन्त्रको लागि सडक संसद चलाएर आन्दोलन चलाएको, सबैको साझा फोरमको रुपमा सहमतिको लागि भूमिका निर्वाह गरेको भन्दै धमलाको नाम सिफारिस गरेका हुन् । प्रधानमन्त्रीलाई भेटेपछि संयुक्त पत्रकार सम्मेलन गरेर उनीहरुले धमलाको नाम आफूहरुले सिफारिस गरेको जानकारी दिएका हुन । पत्रकार सम्मेलनमा थरुहट तराई पार्टी नेपालका अध्यक्ष गोपाल दहितले आफूहरुले पत्रकारहरुको तर्फबाट उनले खेलेको भूमिकाको सम्मान गर्दै सभासदकोलागि नाम सिफा

CA Election 2013 UML takes lead as PR ballot count begins

 In preliminary vote returns, the CPN-UML has taken a lead in proportional representation (PR) ballot-counting with a huge margin. By the time the Post went to Press, the UML had secured 7,521 votes while the Nepali Congress garnered 2,467 followed by UCPN (Maoist)’s 2,449, according to the Election Commission.
EC officials say the Rastriya Prajatantra Party stands in fourth position securing 1,500 votes in total while the RPP-Nepal has got 1,300 votes.

According to the EC, ballot counting for the PR category is over in Manang and Mustang districts while the process is under way in around half a dozen districts including Dang, Lalitpur, Kaski, Dhankuta and Palpa.

In Manang, the NC stood at the top with 1,500 votes while the RPP got 1,033 votes. The Maoists managed to secure 532 votes in the district while the UML got just 412. Of the total, 4,144 votes were valid in the district. In Mustang, of the total 5,853 votes, the NC got 1,654, the UML 1651 and the Maoists 938.

According to the EC, a party needs around 25,000 votes to get a PR seat. While 240 lawmakers will be elected from direct polls, 335 members will make into the 601-strong CA through the PR system. One hundred parties have got votes in the PR polls so far.

Bijukchhe elected in Bhaktapur-1

 Napal Majdoor Kishan Party Chairman Narayan Man Bijukchhe has been declared winner in Bhaktapur-1.

He has garnered 20,446 votes defeating his rival Krishna Prasad Bhadel of Nepali Congres who secured 12, 826 votes.

Politics affected Nepali movies – No release this week

The political environment has adversely affected the Nepali movie industry. As the election result are being released, no Nepali movie is going to be released this week in theater.

    Nepali film artists are also in a state of shock when the biggest party before election is seemingly the distinct third after Nepali Congress and CPN (UML), according the initial election result. Shocked Maoist have cried foul and have asked the counting to stop.

Prior to the election a number of film artists had joined political parties including Maoist, UML and Congress. Well known producer and Gopi Krishna theater owner Uddav Poudel is likely to loose in Kathmandu -4. Another producer, Ramesh Jung Rayamajhi (NC candidate) has lost from Morang-8 to UML candidate. Ramesh Jung has produced ‘Nai Na Bhannu La’, ‘Malai Man Paryo’ and upcoming ‘Santrash’.

Actress Rekha Thapa, who was supposed to be contesting at Parsa 1 has asked the party to accept the defeat. It seems, Maoist are also having tough time in Parsa.

The results of all four Kaski constituencies has arrived. Although final tally is yet to come, but it is confirmed that NC and UML have shared two constituencies each in Kaski. Yagya Bahadur Thapa and Sharada Poudel of NC won Kaski-1 & 2 respectively while Radindra Adhikari and Sita Giri were victorious in Kaski-3 and 4.

त्यसैगरी एमालेका उम्मेदवार कास्की क्षेत्र नं ३ र ४ बाट रवीन्द्र अधिकारी र सीता गिरी, पाल्पा २ बाट सोमप्रसाद पाण्डेय, रसुवाबाट जनार्दन ढकाल र प्युठान १ बाट वामदेव गौतम विजयी हुनुभएको छ ।
चितवनमा कोइराला अगाडि
चितवन, ६ मङ्सिर । निर्वाचन क्षेत्र नं १ मा एमालेका सुरेन्द्रप्रसाद पाण्डेले छ हजार ८६, काँग्रेसका राजेन्द्र बुर्लाकोटीले पाँच हजार ३२८ र एमाओवादीका यमबहादुर परियारले एक हजार ३३५ प्राप्त गर्नुभएको छ ।
क्षेत्र नं २ मा काँग्रेसका शेषनाथ अधिकारीले पाँच हजार ३२१, एमालेका कृष्णप्रसाद खनालले पाँच हजार ०९ र एमाओवादीका विश्वभक्त दुलालले दुई हजार ९६६ मत प्राप्त गर्नुभएको छ ।
यस्तै क्षेत्र नं ३ मा एमालेका कृष्णभक्त पोखरेलले पाँच हजार ७६९, काँग्रेसका भीमबहादुर श्रेष्ठले चार हजार १९९ र एमाओवादीका नारायण दाहालले तीन हजार ५७२ मत प्राप्त गर्नुभएको छ ।
क्षेत्र नं ४ मा काँग्रेसका सुशील कोइरालाले आठ हजार ८९८, एमालेका पार्वती रावलले पाँच हजार १५४ र एमाओवादीका चित्रबहादुर श्रेष्ठले पाँच हजार २२ मत प्राप्त गर्नुभएको छ ।
त्यस्तै क्षेत्र नं ५ मा एमालेका दानबहादुर तामाङले चार हजार ३३६, राप्रपा नेपालका विक्रम पाण्डेले चार हजार १७० र एमाओवादीका अमिक शेरचनले तीन हजार १८ मत प्राप्त गर्नुभएको छ ।

मकवानपुरमा गणना जारी
हेटौँडा, ६ मङ्सिर । संविधानसभा निर्वाचन क्षेत्र नं १ मा नेपाली काँग्रेसका इन्द्रबहादुर बानियाँले तीन हजार ९६०, नेकपा(एमाले)का अणराज जर्घा मगरले तीन हजार ५४५, एकीकृत नेकपा(माओवादी)का सर्केश घलानले दुई हजार १७० र राप्रपा नेपालका प्रलिता थापाले एक हजार ८७० मत प्राप्त गर्नुभएको छ ।
क्षेत्र नं २ मा एमालेका सुवास ठकुरीले पाँच हजार ६४४, एमाओवादीका नारायणकाजी श्रेष्ठले चार हजार ७५८ र काँग्रेसका जयराम लामिछानेले दुई हजार ९५२ मत प्राप्त गर्नुभएको छ । क्षेत्र नं ३ मा एमालेका अनन्त पौडेलले तीन हजार ९०९, राप्रपा नेपालका दीपक सिंहले तीन हजार ३९३, काँग्रेसका रघुरमण न्यौपानेले दुई हजार ७५० र एमाओवादीका प्रह्लाद लामिछानेले दुई हजार ५८२ मत प्राप्त गर्नुभएको छ ।
त्यस्तै क्षेत्र नं ४ मा एमालेका राजाराम स्याङ्ताङले चार हजार ८५०, एमाओवादीका सोनामसिंह स्याङ्ताङले तीन हजार ४५६ र काँग्रेसका उमा दाहालले दुई हजार ३२१ मत प्राप्त गर्नुभएको छ ।

काभ्रेमा मतगणना जारी
बनेपा, ६ मङ्सिर । काभ्रेपलाञ्चोक क्षेत्र नं १ मा नेपाली कांग्रेसका तीर्थबहादुर लामाले पाँच हजार ७३४, एमालेका सङ्ग्रामजित लामाले चार हजार १९७ र एमाओवादीका सूर्यमान दोङले तीन हजार ४१० मत प्राप्त गर्नुभएको छ ।
काभ्रे क्षेत्र नं २ मा एमालेका रामहरि सुवेदीले तीन हजार ३२, काँग्रेसका शिवप्रसाद हुमागाईंले दुई हजार ५४९ र एमाओवादीका अकलबहादुर थिङले एक हजार ६१४ प्राप्त गर्नुभएको छ ।
काभ्रे क्षेत्र नं ३ मा काँग्रेसका कञ्चनचन्द्र बादे श्रेष्ठले दुई हजार ८६१, एमालेका गोकुल बाँस्कोटाले एक हजार ९८९, एमाओवादीका मीना तामाङले ९७१ मत प्राप्त गर्नुभएको छ । त्यस्तै काभ्रे क्षेत्र नं ४ मा एमालेका विदुर सापकोटाले छ हजार ३३, काँग्रेसका कुमार लामिछानेले तीन हजार ४३० र एमाओवादीका सूर्यमान दोङले दुई हजार ३५१ मत प्राप्त गर्नुभएको छ ।

बागलुङ–२ मा काँग्रेसको अग्रता
बागलुङ, ६ मङ्सिर । निर्वाचन क्षेत्र नं २ मा मतगणना जारी छ ।
प्रारम्भिक मत परिणामअनुसार काँगे्रसका प्रकाश शर्मा पौडेलले ६७६ मत लिएर अग्रता हासिल गर्नुभएको छ । त्यस्तै दोस्रो स्थानमा राष्ट्रिय जनमोर्चाका राजेन्द्र ढुङ्गानाले ४७६ र तेस्रो स्थानमा रहनुभएका नेकपा (एमाले) का सूर्य पाठकले दुई सय मत प्राप्त गर्नुभएको छ । एकीकृत नेकपा (माओवादी) का लीलाबहादुर थापा मगरले भने एक सय ८० मत प्राप्त गर्नुभएको छ ।

कञ्चनपुरका चार वटै निर्वाचन क्षेत्रको मतगणना जारी : नेकाँ तीन क्षेत्रमा अगाडि
कञ्चनपुर, ६ मङ्सिर । संविधानसभा सदस्य निर्वाचनको पछिल्लो मतगणनाको नतिजाअनुसार निर्वाचन क्षेत्र नं १ मा एकीकृत नेकपा(माओवादी) तथा निर्वाचन क्षेत्र नं २, ३ र ४ मा नेपाली काँग्रेसका उम्मेदवारले अग्रता कायम गरेका छन् ।
अपराह्न २:४५ बजे घोषित परिणामअनुसार क्षेत्र नं १ मा एमाओवादीका बिना मगरले तीन हजार ३७२, काँग्रेसका दिवानसिंह विष्टले दुई हजार ८८८ र एमालेका लालबहादुर विकले दुई हजार २२७ मत प्राप्त गर्नुभएको छ ।
क्षेत्र नं २ मा एमालेका तारालामा तामाङले तीन हजार ३४४, काँग्रेसका एनपी सावदले तीन हजार ४३९ र एमाओवादीका अमिन दहितले दुई हजार १६ मत प्राप्त गर्नुभएको छ ।
यसैगरी क्षेत्र नं ३ मा काँग्रेसका बहादुरसिंह थापाले चार हजार ४४६, एमालेका नरबहादुर धामीले तीन हजार ५३२ र एमाओवादीका टेकेन्द्रप्रसाद भट्टले दुई हजार २८५ मत प्राप्त गर्नुभएको छ क्षेत्र नं ४ मा काँग्रेसका रमेश लेखकले सात हजार ५७३, एमाओवादीका मोहन गिरीले दुई हजार ५५८, राप्रपाका धर्मराज जोशीले दुई हजार ३७२ र एमालेका उर्वादत्त पन्तले दुई हजार २६७ मत प्राप्त गर्नुभएको छ ।

उदयपुरका तीन वटै निर्वाचन क्षेत्रमा काँग्रेस अगाडि
उदयपुर, ६ मङ्सिर । अहिलेसम्मको मतगणनाअनुसार नेपाली काँग्रेसले जिल्लाका तीन वटै निर्वाचन क्षेत्रबाट अग्रता कायम गरिरहेको छ ।
अहिलेसम्मको मतगणनाको परिणामअनुसार क्षेत्र नं १ मा काँग्रेसका डा नारायण खड्काले चार हजार १२ र नेकपा(एमाले)का मणि पौडेलले एक हजार ९२४ मत प्राप्त गर्नुभएको जिल्ला निर्वाचन कार्यालय उदयपुरले बताएको छ । यस्तै एमाओवादीका राजन किराँतीले एक हजार ९१७ मत प्राप्त गर्नुभएको छ ।
क्षेत्र नं २ मा नेपाली काँग्रेसकी प्रमिला राईले ३७८, एमालेकी मञ्जु चौधरीले २८९ र एमाओवादीका सुरेश राईले १८६ मत प्राप्त गर्नुभएको छ ।
क्षेत्र नं ३ मा काँग्रेसका नारायण कार्कीले ५७८, एमालेका जगन्नाथ खतिवडाले ४९२ र एमाओवादीका मोहन खत्रीले ११८ मत प्राप्त गर्नुभएको जिल्ला निर्वाचन कार्यालय उदयपुरले बताएको छ ।
क्षेत्र नं १ मा मतदाता ५१ हजार २७३ र क्षेत्र नं २ मा ४८ हजार ३३३ छन् । यस्तै क्षेत्र नं ३ मा ४३ हजार २६० मतदाता छन् । जिल्लाका तीन वटै निर्वाचन क्षेत्रमा ८७ मतदानस्थल, २०८ मतदान केन्द्र र अन्य आठ अस्थायी मतदान केन्द्र थिए ।

ललितपुरका तीन वटै क्षेत्रमा काँग्रेस अगाडि: क्षेत्र नं ३ मा नेकाका विजय पक्का
ललितपुर, ६ मङ्सिर । यहाँको मतगणनाअनुसार तीन वटै क्षेत्रमा नेपाली काँग्रेस अग्रस्थानमा छ ।
अपराह्न ३ बजेपछि प्राप्त परिणामअनुसार क्षेत्र नं १ मा नेपाली काँग्रेसका उदयशम्शेर जबराले पाँच हजार ००६, नेकपा(एमाले)का मधुसूदन पौडेलले चार हजार ९९७ र एकीकृत नेकपा (माओवादी)का हरि दाहालले एक हजार ९४१ मत प्राप्त गर्नुभएको छ ।
क्षेत्र नं २ को मत परिणामअनुसार काँग्रेसका चन्द्र महर्जनले आठ हजार ३३९, एमाओवादीका सरोज डङ्गोलले चार हजार ६६० र एमालेका कृष्णलाल महर्जनले तीन हजार ५८४मत प्राप्त गर्नुभएको छ ।
त्यसैगरी क्षेत्र नं ३ मा काँग्रेसका उम्मेदवार मदनबहादुर अमात्यले १६ हजार ४६३, एमालेका रघुजी पन्तले आठ हजार ७१० र एमाओवादीका दिनेश महर्जनले आठ हजार ४२४ मत प्राप्त गर्नुभएको छ । क्षेत्र नं ३ मा मत गणना करिब ७० प्रतिशत सकिएको जिल्ला निर्वाचन कार्यालयका प्रमुख निर्वाचन अधिकृत टेकनारायण कुँवरले बताउनुभयो ।
काँग्रेसका अमात्यले जित्ने निश्चित भएपछि मतगणनास्थलमा बिहान १० बजेदेखि भेला भएका सो दलका कार्यकर्ताको भिड अहिले अपराह्न ४ बजेसम्म बाक्लिएको छ । सो भिडले पार्टीको झन्डा बोकेर नारा लगाइरहेको छ ।

भक्तपुर–१को मतगणना सुरु
भक्तपुर, ६ मङ्सिर । पहिलो पटक भक्तपुर जिल्ला क्षेत्र नं १ को मतपरिणाम प्रकाशनमा आएको छ ।
सो क्षेत्रमा नेपाल मजदुर किसान पार्टीका नारायणमान बिजुक्छेले ८०७, नेपाली काँग्रेसका कृष्णलाल भँडेलले ५००, एमाओवादीका सानु सुवालले १९६ र एमालेका रञ्जु नापितले १४३ मत प्राप्त गर्नुभएको छ ।
त्यसैगरी क्षेत्र नं २ मा नेमकिपाका सुनिल प्रजापतिले छ हजार ५०९, काँग्रेसका रामेश्वर ढुङ्गेलले छ हजार ८०, एमालेका महेश बस्नेतले पाँच हजार ८५० र एमाओवादीका डिपी ढकालले तीन हजार २५० मत प्राप्त गर्नुभएको छ ।

राप्रपा अगाडि
धनकुटा, ६ मङ्सिर । निर्वाचन क्षेत्र नं १ मा नेकपा (एमाले) का टीकाराम चेम्जोङले छ  हजार ९११, नेपाली काँग्रेसका अजितनारायण थापाले चार हजार ८५, सङ्घीय समाजवादी पार्टीका रकम चेम्जोङले  दुई हजार ८१८ र एमाओवादीका हेमराज भण्डारीले दुई हजार ७५४ मत प्राप्त गर्नुभएको छ ।
क्षेत्र नं २     मा राप्रपाका सुनिल थापाले तीन हजार ५१८, एमालेका राजेन्द्र राईले तीन हजार ९८, एमाओवादीका हरिराज खेवाले एक हजार ९२७ र काँग्रेसका आनन्दसन्तोषी राईले ५९२ मत प्राप्त गर्नुभएको छ ।

मतगणना जारी
रौतहट, ६ मङ्सिर । निर्वाचन क्षेत्र नं १ मा मधेसी जन अधिकार फोरम (लोकतान्त्रिक) का अजय गुप्ताले चार हजार २५१, नेकपा (एमाले)का माधवकुमार नेपालले तीन हजार ८७८ र सङ्घीय सद्भावना पार्टीका अनिल झाले दुई हजार ३०९ मत प्राप्त गर्नुभएको छ ।
क्षेत्र नं २ मा फोरम (लोकतान्त्रिक) का मोहमदमुस्ताक आलमले सात हजार ९६३, नेपाली काँग्रेसका अफताव आलमले छ हजार ५६५ र एमाओवादीका किरण साहले तीन हजार १७५ मत प्राप्त गर्नुभएको छ ।
क्षेत्र नं ३ मा फोरम नेपालका रामकिशोर यादवले चार हजार ४४३, एमाओवादीका प्रभु साहले तीन हजार ६५९ र नेकाँका हृदयनारायण यादवले एक हजार १८४ मत प्राप्त गर्नुभएको छ ।

In Fractured Nepal, Plans for National Elections Provide a Series of Subplots

  “If you read the newspapers, you’d think I was the most corrupt woman in Nepal,” said Hisila Yami, a Maoist leader and the wife of a former prime minister, Baburam Bhattarai.

Now that the Maoists have given up bank robbery, kidnapping and extortion, money is harder to come by, she acknowledged as she peeled off bills from a huge wad in her purse to give to campaign workers.

“People gave us money earlier out of fear, but they don’t do that now,” she said with a shrug. “We have to be appealing now. We have to be nice. We can’t afford to antagonize people now.”

So Ms. Yami was squinting at shadows recently as she held campaign gatherings in living rooms darkened by routine power failures. She insisted to those gathered about her feet that all the stories of hidden wealth and secret efforts to undermine her husband when he was in office were just vicious rumors.

“People think I had a lot of money, cars and homes, but that is not true,” she said, exuding an energetic charisma that lit up the room like a flashlight. “When my husband was prime minister, I tried to help him. But people think I tried to overtake him.”

After decades of political upheaval and paralysis, Nepal is scheduled to hold national elections on Nov. 19. Yet, with more than a dozen political parties — including an important Maoist group — boycotting the vote, there is some doubt that they will occur, but top officials say the country has no choice.

“There is no Plan B,” said Madhab Paudel, Nepal’s minister of information and communication. “We have no option except conducting the election.”

There is a growing consensus here that the only way to arrest the country’s disastrous economic spiral is through elections. More than 120 political parties have registered to compete, and hope — long in as short supply as oxygen on nearby Mount Everest — is flourishing. Some of the most colorful candidates in the world are now crisscrossing this mountainous nation.

Nepal, ruled for centuries by monarchs, has 125 ethnic groups, 127 spoken languages, scores of castes and three distinct ecosystems that have long divided its 27 million people into a blinding array of feuding communities, making political consensus difficult.

A 10-year civil war between the Maoists and the government ended in 2006, but the resulting Constituent Assembly spent four years trying to write a constitution without success, leading to political paralysis. This month’s election is intended to create a second Constituent Assembly to finish the constitution.

The election’s most intriguing subplot is among the Maoists, who divided last year over whether war is still an acceptable political strategy. The hard-line faction, widely referred to as Dashist because of a dash in its name (Communist Party of Nepal-Maoist), is boycotting the elections and has called for a 10-day strike beginning Nov. 11.

“Our intention is to prevent people from participating in the election,” said Pampha Bhusal, a Dashist politburo member.

Just how far Ms. Bhusal’s group will go to prevent voting is the season’s great mystery. Ms. Bhusal insisted that her party will not resort to violence again, but instead will seek to “convince” people not to vote.

“Everybody’s one concern is security, which is unpredictable,” said Ila Sharma, a commissioner on Nepal’s Election Commission. One candidate has already been killed.

And then there is Ms. Yami’s party, the Unified Communist Party of Nepal (Maoist), whose nickname is the Cashist party because of the vast sums of money, cars, houses and property its leaders are rumored to have stolen during the country’s 10-year insurgency. Like rich Communists elsewhere, Cashists have become deeply attached to capitalism. “Even in China, capitalism is thriving in its own way,” Ms. Yami said.

Critical Nepal Election to End Stalemate, Promote Stability

Q:    Why is this election important to Nepal?
Nepal’s Nov. 19 constituent assembly election is a long-delayed vote to replace the assembly that was dissolved in May 2012 after failing to draft a new constitution. This election is crucially important to end political stalemate and keep the broader peace process moving forward. In a sense, this election is a do-over. It’s a second chance to try to tackle the big issues facing the country.

Q:    What are some of those big issues?

Nepalis still need to define the character of the state they want. For example, will there be a president or prime minister? They also have not come to any agreement on what kind of electoral system to include in a future constitution. Also under consideration is whether to decentralize power away from Kathmandu to meet the interests of diverse ethnic and linguistic groups.

Q:    The last constituent assembly was very inclusive. Will the new one be as diverse?


The assembly will have 601 members blended from both first-past-the-post constituencies and proportional representation. It’s that second component, the proportional representation, which will allow them to introduce different quotas to ensure that women, castes, and ethnic groups are represented because these are the groups that historically have been shut out from access to political power.

Q:    The Carter Center observed the voter registration process. How will the new system improve the elections?


The 2008 voters list was compiled out of conditions of civil war. There were many internally displaced people, births, and people who had reached voting age for whom there were no records or documents. The voters list also had unrecorded deaths or multiple registrants. Since then the election commission has worked to adopt a biometric voter registration including fingerprints and a digital photograph. The new voters roll has been compiled electronically allowing Nepalis to register anytime, any day that the government is working, which is an important improvement.

Q:    How has The Carter Center been involved in Nepal?


After observing the 2008 constituent assembly election, The Carter Center remained to observe and assess important political trends as part of Nepal’s ongoing peace process. This included citizen perceptions of federalism, citizen understanding and awareness of their own identity as a group and as individuals, ongoing concerns about the security situation, and a whole host of issues of broader political development as Nepal tried to normalize political life, even though many institutions remain unstable and in need of continued reform.

We also worked to capture citizen perceptions. Since so much of political life is centered among the relative elite of the country, average citizens and their opinions tend to be unheard or unreported. And so we deployed mobile teams of Nepali and international observers to travel around the country to capture those perspectives which we shared through several dozen public reports that have been distributed widely.

Q:    How can The Carter Center contribute to this electoral process?


The 2013 Nepal constituent assembly election will be the 95th election that The Carter Center has observed. We have found that political actors appreciate hearing not only our assessment of how their own country is performing, but also how they relate and compare to other countries. We are very open and transparent with our efforts to contribute constructive recommendations. We try to maintain good personal connections and political relationships so we can have private off-the-record conversations, as well as publish public reports that detail our findings. We do that regularly over the process, and that exchange of information enhances transparency around an election.

Artists protest Nepal Banda at the time of election

Nepal closure called by the faction of CPN (Maoist) led by Baidhya and 33 other parties has caused problem in all aspects of day-to-day life in Nepal. Some Nepali artists have expressed their dissatisfaction on forceful closure and violence.

Comedy artists Madan Krishna Shrestha and Hari Bansha Acharya wrote an open letter to stop this type of nonsense at the time of election.  MaHa have told that they are against any forms of violence.
   
Actress Priyanka Karki shared the following photo expressing satisfaction on seeing a couple of four-wheeler vehicles and few motorcycles on the street. She called for people to protest such forceful closures.

The Nepali Congress (NC) and the CPN-UML were in a neck-and-neck competition to secure the first position as vote counting in over 200 constituencies for the first-past-the-post poll system continued for the second day on Thursday.

While the UML was able to narrow down its initial lead gap with the NC, which was still leading in the vote count late on Thursday night, the UCPN (Maoist) continued to trail far behind.

As the Post went to press on Thursday, the NC and the UML had both won 24 seats each, followed by the UCPN (Maoist) with five and the Madhesi Janadhikar Forum-Loktantrik with one win.

Nepali Congress President Sushil Koirala won the polls in Banke-3 where he bagged 10,775 votes, while his immediate rival Dhabal SJB Rana secured 8,807 votes. In 2008, Koirala suffered a defeat in the same constituency.  Koirala was also leading in Chitwan-4.

Senior NC leader and former prime minister Sher Bahadur Deuba was declared winner in Dadeldhura, where he bagged more than double the votes his close competitor Khagraj Bhatta of the UCPN (Maoist) got. In 2008, Deuba defeated Bhatta with a margin of 1,500 votes.

NC leader Krishna Prasad Sitaula, who played a key role in the peace process but suffered defeat in the previous election , was also leading the vote count this time.

The biggest upset on Thursday was UCPN (Maoist) Chairman Pushpa Kamal Dahal’s humiliating defeat in Kathmandu-10, where Rajan KC of the Congress won with a margin of 7,000 votes.

Dahal, who had projected himself as Nepal’s future president during his election campaigns, is also struggling in his other constituency in Siraha-5, where he was leading with a low margin as of Thursday night.

The UCPN (Maoist) has already lost seven seats in Kathmandu Valley alone, as the NC added four and UML three in their kitty.

In the 2008 Constituent Assembly election , the UCPN (Maoist) had secured 120 seats under the FPTP category, while the NC and the UML had won 37 and 33 seats respectively.

UML leader Madhav Kumar Nepal, who lost the previous election , was leading in Kathmandu-2 this time with a handsome margin, while NC youth leader Gagan Thapa was all set to win for the first time under the direct poll system. Thapa was elected under the proportional representation system in 2008.

Senior UML leader KP Oli, who faced a humiliating loss in the previous election , is leading the race in Jhapa-7 with a handsome margin this time. The UML swept all the three constituencies in Dhading district, where the Maoist party had won a landslide in 2008.

Senior UCPN (Maoist) leader and former prime minister Baburam Bhattarai secured a win in Gorkha-1, while he was struggling in another of his constituencies, Rupandehi-4, where UML leader Bishnu Poudel was taking the lead.

Despite trailing far behind in most of the constituencies, the UCPN (Maoist) managed to win the first seat on Thursday, when leader Haribol Gajurel was declared winner in Sindhuli-3. Later, the party’s Hitraj Pandey won in Gorkha-2, Man Bahadur Thapa in Bardiya-4 and  Shiva Kumar Mandal secured a win in Morang-4.

Maoist Vice-chairman Narayan Kaji Shrestha, however, suffered a defeat in Makawanpur-2.

Regional parties such as the Madhesi Janadhikar Forum-Nepal led by Upendra Yadav, Madhesi Janadhikar Forum-Loktantrik and the Tarai Madhes Loktantrik Party have, meanwhile, were not faring well as compared to the 2008 election . By the time the Post went to press on Thursday, none of the three parties was leading in more than half a dozen constituencies.

The Rastriya Prajatantra Party-Nepal (RPP-N), which many had said could emerge as the dark horse, stood a tough competitor in some constituencies, though it had not won any seat as of Thursday evening.

Menu HLPC urges CPN-Maoist-led alliance to withdraw general strike

 Kathmandu, Nov. 9: The High Level Political Committee (HLPC) has called on the CPN-Maoist and the 33-party alliance it is leading to withdraw their planned general strike and the shutdown.

A meeting held in the presence of the third-rung leaders of the political parties affiliated to HLPC today urged the alliance to stop the programmes like the general strike and shutdown said to be enforced to disrupt the Constituent Assembly election and fulfill the country’s responsibility.

The meeting also urged the sides concerned not to go against the country’s need and aspiration, saying the political parties, the general public, the Election Commission and the government were eager for the November 19 election.

Talking to media persons after the meeting, CPN (UML) leader Agni Kharel said that the attention of the meeting was drawn to the protest programmes including the 10-day banda or general shutdown beginning November 11 that the CPN-Maoist and associated alliance has planned.

Kharel said the meeting also urged the 33-party alliance to help conduct the Constituent Assembly election in a peaceful and smooth way, not to disrupt the essential public services as business, employment, education, transport and health and to respect the people’s right to live peacefully.

Calling on the side concerned not to infringe on the fundamental right of the Nepali people to vote, the meeting also warned against causing obstructions in the mass meetings and the peaceful election campaigns that the political parties have been holding in preparation for the election.

Likewise, it urged the political parties contesting in the election for healthy competition in the election, maintaining peaceful environment by desisting from activities likely to lead to scuffle among them.

The meeting requested for the support of the civil society, professional institutions and organizations, the media and the general public in making the election successful.

Kharel said the meeting of the HLPC  was held with the consent of the committee convenor Bijaya Kumar Gachchhadar and the leaders of the major parties on the committee.

UCPN (Maoist) leader Pralhad Budhathoki, Nepali Congress leader Chin Kaji Shrestha, UML leader Kharel and Paramananda Mehta on behalf the Madhesi Morcha attended the meeting.

फेला पर्यो ! पर्चंडले जसरि पनि चुनाब जित्ने नीति !

 १३ कार्तिक, काठमाडौ । संविधानसभा निर्वाचन नजिकिँदै गर्दा एमाओवादीले पहिलो संविधानसभा निर्वाचनमा अप्रत्यासित विजय हासिल गरेको जानकारी दिने दस्तावेज फेला परेको छ । संविधानसभाको पहिलो निर्वाचनमा कसरी पासा पल्टियो भन्ने खुलासा गर्ने दस्तावेजले नेपाली राजनीतिमा प्रचण्डभन्दा चतुर खेलाडि कोही छैनन् भन्ने समेत पुष्टी गर्छ ।

तीन पेज लामो दस्तावेजको २६ औ बुँदामा लेखिएको छ, 'आफ्नो पक्षमा आउन नसक्ने मतदातालाई मतदानमा भाग नलिने वातावरण तयार पार्न प्रयास गर्ने ।' २९ औ बुँदामा, 'विस्थापित भएकाहरूलाई घर फर्किन नसक्ने वातावरणको सिर्जना गर्ने । घर फर्किसकेकाहरूको हकमा आफ्नो पार्टी पराजित भए पुनः विस्थापित हनुपर्ला भन्दै धम्की दिई मत खसाल्न बाध्य पार्ने' उल्लेख गरिएको उक्त दस्तावेज माओवादीले चुनाव जित्न तयार गरेको आन्तरिक रणनीतिपत्र हो । पासाङ र लडाकु शिविरका डिभिजन कमाण्डरले प्रचण्डकै उपस्थिति र सक्रिय सहभागितामा तयार गरेको यो दस्तावेज चर्को संवेदनशिलताका कारण तत्कालिन केन्द्रीय सदस्यबाहेक तलका कसैको हातमा पुग्न दिइएन ।

 त्यसैले आजसम्म यो गोप्य नै रह्यो तर पनि त्यो जादूको छडीले कमाल गरेरै छाड्यो र यतिका वर्षसम्म एमाओवादीले सबैभन्दा ठुलो पार्टी बन्ने मौका पायो । दस्तावेज प्रभावकारी बन्नुपछाडिको रहस्य अझ छ किनकि शाही शासनकालका गुप्तचर, सेना, प्रहरीका हाकिमहरूको समेत राय, सुझाव र माथापच्छीपछी सले अन्तिम स्वरूप प्राप्त गरेको थियो ।
चुनाव जितेपछी माओवादीबाट सेवाको मेवा पाइने लोभले सूचनादेखि सल्लाहसमेत उपलब्ध गराएका सुरक्षा फौजका रिटायर्ड हाकिमहरूलाई पछी हिस्स पारे पनि प्रचण्डले त्यसबेला प्राप्त गरेको दीक्षा भने अहिले पनि प्रयोग गर्दै रहेको निकट स्रोतले बताएको दावी गर्दै आज प्रकाशित जनआस्था साप्ताहिकले प्रकाशित गरेको छ ।
